How can a delegated vendor submit applications on behalf of a trading participant?
What if a delegated party, such as ISV, needs to submit applications on behalf of a trading participant?
How is the application procedure going to be in that case?

In such case, please register arrowface users as follow.
*User Type: Issuer => Register a person of the delegated party
*User Type: Applicant => Register a person of the trading participant
*User Type: Applicant => Register a person of the trading participant
