If they are the same partition, timestamps are granted and disseminated in order of processing by the matching engine, but the order of dissemination is not guaranteed since they can be reversed due to network system path.
For different partition, timestamps are granted by different matching engine per partition, and the order of separately granted timestamps may be disseminated reversely.
Therefore, Exchange does not guarantee the order of dissemination for BD70 (price information) regardless of whether the partition is the same or not.
