"OTR" stands for Order Trade Ratio.This is a limitation of order based on order trade ratio.
The details of OTR is currently under review but it is assumed that there will less impact on non-HTF users who are mainly handling customer trades because OTR is targeting users who are sending large number of orders such as HTF.
