Answer

For the post-Production start of the Next J-GATE, it will not be possible to trade without setting Hard Limits on the Production Environment.
However, for the Test Environment and Next J-GATE Production Environment prior to start, it will be possible to perform testing regardless of whether the relevant setting is enabled or not.
