Will it be possible to change specified partitions and partitions that will not have order placed to them when we make ID application?

Answer

It is possible to change by using the ID Change Application. But, there is no setting on whether orders can/cannot be placed against a partition, so for even during the period leading up to the application approval, it will be possible to place orders against partitions that have been specified as not placing orders.
