Why can't a user (whom Administrator can view via SSO(Clearing)) be viewed in List of IDs screen of Collateral Management System (Web Portal)?

Why can't a user (whom Administrator can view via SSO(Clearing)) be viewed in List of IDs screen of Collateral Management System (Web Portal)?

Answer

Administrator and Regular User are connected in Collateral Management System (Web Portal)
Administrator can view connected Regular User only in the List of IDs screen and can't view unconnected Regular User.
