Answer

When an user is not authorized to operate, you can't transit to Derivatives Clearing System (cCran).

After transitting to Listed Derivatives Clearing System (cCran), please refer to "XIV. CHANGE IN SETTING FOR cCran USER AUTHORITY" of "cCran Operation Guide related to Derivatives Clearing Service" posted on JSCC-Target Site and grant authority to a user by Group Administrator.
