Answer

FLEX disseminates "B0: Itayose", if a Special Quote is removed after the Special Quote is newly shown and the Special Quote price has been updated more than once.
Execution processing will be suspended for three minutes from the dissemination of "B0: Itayose", and "B1: Release of Itayose" will be disseminated when it is released after three minutes have passed.
