Is it possible to inhibit virtual servers of NSE, FSE and SSE with a virtual server that has Administrative Rights over TSE Order/Notice virtual servers?

Answer

No. In order to inhibit virtual servers of each exchange, Administrative Rights need to be assigned over virtual servers on an exchange basis.

e.g.) TSE->TSE ○ NSE->NSE ○ TSE->NSE ×

However, if the Administrative Rights are assigned to TSE Drop-Copy servers, and virtual servers of another exchange is assigned as a Copy Source, they can be inhibited accordingly.
