Answer

Users, besides, Trading (Admin), Terminal, Trading, and HFT Trading, is not allowed to modify/cancel order during NCP.
However if there is a critical reason such as erroneous orders, it can be modified/canceld by users who has authority to send such an request durign NCP. (*exemption rule)

If it is used, Exchange may asks user for a reasonable reason of modify/cancel order during NCP.
