This is because the group member user is not granted the authority to each business menu.

To grant the authority of each business menu to group member users, please refer to "11.アクセス権限情報" in the manual "システム管理担当者マニュアル(国債店頭取引清算参加者向け)(available only in Japanese)" posted on the Target-JSCC site.
