Yes, these are expected behaviors.

-If there are no matching sell and buy orders at the Trading session start time of 9:00am, no executions will occur.
-Even if there are matching buy and sell orders, if the matching price is outside the renewal price range interval, a Special Quote will be displayed. After 3 minutes, either the execution will occur or the special quote price will be updated (If the matching price is more than twice the renewal price range interval from the most recent price, including the base price, the special quote price will be updated and another three-minute waiting period will begin). However, if the order status changes and the matching becomes possible at the special quote price, the execution may occur in less than 3 minutes.
