Answer

For FLEX Standard, a Special Quote is displayed when the quote flag in the Q1 tag is "3"; otherwise, a Special Quote is not displayed. For FLEX Market by Order (MBO), a Special Quote is displayed when the pricing method in the O tag is "3: Sell Special Quote displayed" or "4: Buy Special Quote displayed". If it changes to any other value, it can be determined that the Special Quote has been removed.
