Answer

When you do not have User Information Authorization, you can't transit to Collateral Management System (Web Portal).

Please refer to "6-9: Register User Information" of "Web Portal Screen/File Specifications Document" posted on JSCC-Target Site and grant authority to a user by Group Administrator.
