When adapting bandwidth control to one of two circuits, the flow of the circuit with no bandwidth control can reach the maximum of the bandwidth of the physical line?

Yes.
Transmission on a logical line without the bandwidth control won't be restricted even if there is another logical line with the bandwidth control on the same physical line.
Which means a logical line without the bandwidth control can occupy up to the maximum of the physical line bandwidth.
