Answer
The Storm control function is applied to the connection port and switch of the Co-Location circuit, therefore both J-GATE and arrowhead will be targeted, and the limitation to traffic/transmission amount (packet volume) will be applied.
Furthermore, the implementation will be applied to the unicast transmission even with the Multicast line such as CJM.
Please note that the Storm control function is not applied to L1 Multicast Line (CLM).
