Answer

As your understanding, it is possible to continue ordering.
Since Storm Control is regulated in circuit basis, orders can be placed by using circuits other than the circuit with port shut.
However, please take note that even when the circuit is switched, if the same amount of traffic is sent, it is possible that the threshold may be breached once again.
